In Ontario, the Special Investigations Unit (SIU) was formed to investigate all interactions between police and civilians that result in injury or death. The equivalent is desperately needed in the US.

My own feelings are that any cop that pulls a weapon on an unarmed citizen, for any reason, no longer has a job as a cop.
