A “provisional” ballot is just that, a person asks for one when they “believe” they are eligible to vote. I think the state in question here makes one declare that they “are” eligible to vote, and that is where they got her (as designed).

2 questions. What was she previously convicted of? Why didn’t she know she couldn’t vote? 2 concerns. There are a lot of racists in prison, should they vote when released? There are serial rapists in prison, should they vote? Idea: there has to be a compromise.
