There are questions about the bill's legality. While I'd agree that legislation with its desired goals is necessary, please read a bit about it before jumping to drastic conclusions (i.e. it being a disgrace).
In June I wrote this after New York's bi-partisan legislature passed a bill to hold prosecutors accountable for misconduct.
@NYGovCuomo now has 12 hours left to sign it or veto it.

I've studied the bill top to bottom for months. That you got on here thinking I jumped to a drastic conclusion is peculiar.

With all due respect, you're not a lawyer nor did you draft the legislation. The state AG wrote a letter to Cuomo's office expressing concern. The bill could inherently give the legislation more power than state law and the Constitution intends. So no - it's not peculiar.

My point is - if you've read the bill and understand the potential (and inevitable) legal hurdles that come with it, you'd know that calling it a "disgrace" is a tad drastic. There's reason it's taken so long and it's not one purely based in procrastination, as you imply.
