If you do a textual analysis of his recorded rant and then his News 4 interview, you can see #JefferyWhitman lacks the syntax and vocabulary represented in the "apology" statement.
He’s only apologizing because he got caught. These people who behave this way just need to be hammered relentlessly. They need to serve as the example of what will happen when you are an anti-social racist, xenophobe, homophobic, or misogynist. Take your pick.
