Currently, the laws themselves are our enemy when it comes to police shootings. 3 different Supreme Court cases make it damn near impossible to hold even the worst cops accountable. I think full training to the same curriculum, including a proper knowledge of the law, country-wide, would be a good start and promotion on ability - no politics involved.
