Less the 100 are <5 and 38 of the under 5s 'records are missing', that's over 38%. Apply that to the 2500+ and you're looking at 950+ overall. I also suspect the statistic that was released was carefully chosen/manipulated too. Whatever the numbers, just one is one too many.

Correct, no one can defend said parents putting their innocent children in this position. Not to mention, providing examples showing it's ok to break the law.
