In the service and retail industry there are secret shoppers to monitor if they are following all steps of service. Why do we care more about keeping our servers and cashiers accountable than our police force? They should be regularly monitored as well

$$ always the answer. Secret shoppers are hired by the private company or third parties the company hires for quality assistance. Police have no quality assistance they are state paid. Not only that, state defended when they shoot people. All state money. 0 impetus to improve

Its not lack of training but lack of humanity and in some cases empathy for someone who may look different to them. Its not about training but eradicating small-mindedness, racism, ignorance and prejudice

I strongly disagree. It's not both. The institution of law enforcement and it's multiple, agencies, is way too mature (old) to use the excuse that they need to be trained on fundamental community policing and engagement. It's 2018! We are all far to experienced. With each other.
-
As someone who has worked with a police department on how to reduce officer involved shootings, I disagree. Lack of, and deemphasized, human interaction training is a serrious issue as is the lack of mentorship.
