We need to stop issuing cops pistols. In 95% of cases pepper spray would be just as effective. Cops with rifles can be sent out for the tiny number of cases where a gun is needed.

I'm confused. Was Mr. Rose in the car? Was he just a bystander? Either way shooting him in the back isn't justified. Just not seeing from this particular report how the police felt he was connected to what they were investigating.
