There's a long history of brown kids being taken from their families for white adoptive parents and 'this is temporary/oh now they've lived with THIS family SO LONG it would be CRUEL to give them back' is one of many strategies. White Savior APs gonna get all the kids they want.

I've heard very positive things about one of the receiving agencies in MI from clinical professionals with 1st hand experience with them, but that doesn't change the fact that this is horrific and shouldn't be happening in the first place.

Yeah, that's the thing. I'm glad at least some of the receiving organizations are reputable, and I don't want to make their jobs more difficult (or divert the kids into worse situations).
