I don't know much about Oakland's campaign process but my guess is that it's similar tactic deployed by other online ad and distribution platforms that target people in a very specific demographic and customize messaging accordingly.

Agree. Someone forgot to remove the note on each listserv. Very clear they are mostly concerned that Black people NOT receive certain emails. This HAS to violate policy. Also, how and why do they collect demographic info on race?

I’m not familiar with legality for public organization but it’s not an uncommon practice for many private companies to have razor-thin audience segmentation, though they for obvious reasons hide how the sausage is made

This is what I came here to point out. It’s standard practice to segment by race, age, gender. Generally you don’t label your segmentation as NO BLACKS OK? tho. It’s a terrible email preference center setup. Not that Oakland PD is perfect; I’m just weighing in on the email piece.
