That is the neat thing about people whipping out guns. It becomes very difficult, in the chaos of the moment, to know who the supposed, ‘good guy, is. The other thing is, we have a judicial system set up to determine the sentence for people. Not ours to decide death.

She is saying they are trained more than the "average" gun-owning citizen. They receive extensive training to react to these situations. Joe Smo who owns guns or is an enthusiast does not receive tactics training...just to clear that up.
