I wonder how much time would be saved globally if Nokogiri shipped precompiled binaries for Mac and Linux and not just Windows.

Any particular distro on Linux x64? I'm working on something that targets ubuntu 16.04 and Alpine 3.7 with latest supported Rubies (2.3, 2.4 and 2.5)

Is more about system dependencies than binary format
instead of building nokogiri with bundled libxml, should be using system version, so `apt upgrade` and you solve a CVE issue. -
I think it is far safer to bundle libxml and just push a new version of nokogiri when the vulnerability is fixed. It heavily simplifies the test matrix.
