PSA: if your workflow is `rm -rf node_modules; npm install` then running `npm ci` will have the same effect but be 2-3x faster.

Yes. It blows away node_modules on your behalf, if necessary.

More accurately: `ci` is fast because it assumes there is no node_modules folder it has to adapt to. Therefore it deletes node_modules if it exists.

Does it go straight to the server or does it look in the global cache?
