Wow. That's a noticeable difference. Is there a PR for that or was it infrastructure based change?

https://github.com/rust-lang/crates.io/pull/1345 … and https://github.com/rust-lang/crates.io/pull/1346 … were the biggest. There were some requests putting unreasonable load on our system that we started blocking as well. Biggest change was us just putting the systems in place to start having that visibility

There are almost certainly some open issues which are pretty easy to tackle, but we don't have a list. If you wanted to update Diesel to 1.2, that should be pretty straightforward
