I've seen some events prefer to provide a stipend that can be used for lodging, childcare, travel, etc. How much $$ would that need to be?

Not sure about US, but here it's difficult to find childcare for just the few days, so it's not always purely money issues.

I think it'd be easier for event organiser to approach a provider locally to the event, instead of every parent having to sort it out

Agreed. I won't even consider a conference that doesn't offer childcare. Shouldn't be on the parents to vet local places.
