Higher bar for proposals: "every evolution proposal will need a working implementation, with test cases...to be considered for review."

It's not as bad as the early days, but we still accept more than we can implement, which doesn't help anybody.
This just strikes me as a move which will reduce the number of people able to get involved.

That's definitely something we struggled with. Ted's wording tried to make clear this isn't an intentional "compiler nerds only" move
