Higher bar for proposals: "every evolution proposal will need a working implementation, with test cases...to be considered for review."

We can certainly facilitate and encourage matching ideas to implementers.

It's not as bad as the early days, but we still accept more than we can implement, which doesn't help anybody.

This just strikes me as a move which will reduce the number of people able to get involved.

This was a major problem with the Swift 3 cycle. Quality was sacrificed. 4.0 was much better managed
