I don't think so; pitches and proposals will still get discussion and feedback. The final review now requires an implementation & tests.

sounds like a good idea but most power users aren’t familiar with the internals of the compiler, and vice versa

The proposer doesn't need to be the implementer. There are also lots of people willing and able to help who have trouble finding projects

That seems like the core teams responsibility should a proposal be accepted. Should not be a requirement to get involved.

It isn't a requirement to get involved. You can and should air ideas before developing th into formal proposals implementing them.

Going from "I have an idea I'd like to discuss" to impl with tests is an insurmountable bar for most.
