Higher bar for proposals: "every evolution proposal will need a working implementation, with test cases...to be considered for review."

The proposer doesn't need to be the implementer. There are also lots of people willing and able to help who have trouble finding projects
That seems like the core teams responsibility should a proposal be accepted. Should not be a requirement to get involved.

We can certainly facilitate and encourage matching ideas to implementers.

It isn't a requirement to get involved. You can and should air ideas before developing th into formal proposals implementing them.

Going from "I have an idea I'd like to discuss" to impl with tests is an insurmountable bar for most.
