I think it's more of a symptom of not enough people being given time to work on it

Ah, yeah, I think that’s the case for most open source stuff. Outside of companies that have made OSS their business, not many get to do it.

To be clear, I'm advocating for companies giving their employees more time during work hours. Not for people volunteering more time. :)
