What kind of "mission requirements" prevent a stage 1 recovery and also prevent giving any kind of detailed explanation?
Weight. They payload is too heavy. The first stage has to use more fuel to get to the same velocity, not enough left to land.

Max payload for recovery is ~4.7t IIRC. Tonight's payload was 6t

That was what I had assumed, but the lack of any explanation in the press kit made me think it must be something else. Odd detail to avoid.
