ASCII_8BIT is not the same as ASCII. If the hi bit is set on any byte it is not ASCII

(The 8BIT name is because ASCII is a 7 bit encoding)

Who in the stack is probably setting my request bodies to this encoding? Rack? App server?

I don't know for sure but I think none of the above. I think it's that encoding because it was read from network IO
