Maybe @sgrif might know- why would SQL 'AND' ever be n-ary instead of binary?
I'm assuming you're referring to the interaction with NULL? SQL standard defines that any comparison with NULL returns NULL

for more context, this was brought up when examining Arel. 'Or' is binary but 'And' is n-ary. Was trying to understand why :) -
Or we have to care about precedence. And we don't.
