I always assumed `cargo package` meant "package this for distribution", not that the unit was called a package

well, it's certainly not a crate, given that crate means "compilation unit"

like, a crate can be a group of crates. Literally what std is. Same as a module can be a group of modules.

It's not even really a grouping though. Unless you're doing `pub extern crate`, you aren't exposing the APIs of deps
