Can padding be less than a byte or is the issue that it would be Bad in arrays?
Padding that is less than a byte would imply the existence of any types that are less than a byte (but > 0 bytes) in size, which don't exist

Even if you had a sub byte sized type, I don't think it would be possible to leave the remaining bits undefined, since anything & undef = undef and anything | undef = undef
