depending on the country, it's based on a mix of residence and country of (flight) origin. AIUI my nonresident American citizen parents/sister aren't affected by this mostly, though I suspect many countries have restrictions against India too
If the country you live in isn't actively chartering flights to repatriate folks, it's also possible to be in a situation where there just isn't a way to leave, even if you wouldn't be stopped at the border

Yep! Hell, even the US did repatriation flights ... like once, and then never again (I'm plugged into this because the consulate still thinks I'm an expat and I haven't told them otherwise, and they send me emails)
