Are phones handheld game consoles?

I'm curious if the answers to this would have been different if asked back before ads and/or microtransactions were the norm and every game cost $2-$5

I voted no because a console has a singular purpose. C64 - not a console. N64 - a console. PS4 - almost not a console, but I doesn't have an office suite, a wide range of non-game titles (and I count media players in with games here), nor a widely available toolchain/SDK.

Phones - have an office suite, a wide range of non game things, and several SDKs anyone can use. Hence not a console.

This definition has some interesting parallels with web browsers, especially given that one of the early waves of uber popular mobile games were essentially reskins popular flash games
