Yup! It was the veriner engine used on the thor and atlas rockets. It gimbaled on one axis to provide roll control. Atlas II replaced it with a hydrazine RCS, which meant you no longer got the awesome visual of these little engines trying to turn at liftoffpic.twitter.com/aBuB2NGRRK

I am looking for something that doesn't use flammable liquid fuel, especially hydrazine because it's lethal.

For simple, non-flammable, and non-toxic, you can't beat cold gas nitrogen RCS. It's inert, easy to handle, and only requires opening a valve. Unfortunately RCS thrusters don't typically gimbal.
