If you *really* want a lot of gimbal action, Gamma 8 is where it's at
I had no idea what they were.And of course there's always the good ol' RS-25. It may not have the best gimbal, but it definitely gimbals the most. Ok I'll stop now

I am looking for something that doesn't use flammable liquid fuel, especially hydrazine because it's lethal.

For simple, non-flammable, and non-toxic, you can't beat cold gas nitrogen RCS. It's inert, easy to handle, and only requires opening a valve. Unfortunately RCS thrusters don't typically gimbal.
