Is this calling out to VSCode or something? Or does "intellisense" just mean intelligent completion now rather than an MS branded thing? (Sorry if this sounds adversarial, I don't intend it to be and I'm struggling to make it not sound that way)

I think they just call it intellisense like an InteliJ IDE but it has nothing to do with any other project. It's all it's own thing, that uses LSP which is an open standard.
