If there's a non-emergency number maybe call that? But a fire alarm going off for more than a few minutes is a violation of noise ordinances and a reasonable reason to believe there's a fire, both are valid reasons to call 911
So I called 311, and they sent me to the fire department and the fire department is gonna go check it out
