      - Where? The Romulans didn't control that much territory, and I want to know how big of an impact the loss of their home system was economically - In what form? "Romulan Free State" has been mentioned. Is this the successor to the Star Empire? Was there a civil war?

      - What's their jurisdiction? The evacuees from Romulus were clearly taken to Federation space. Why not Romulan space? Who do these Romulans pay taxes to? - What's the relationship? The planets the evacuees live on is "abandoned" by the federation. Why by the Romulans as well?

      - What's the structure of this government? Why do they control the old government's secret police? How do they have the resources for this massive borg reclamation project when this government was formed in the wake of a clearly devastating economic event?
