Admittedly I don't actually know what this means, but it appears watt by itself doesn't result in pure static proc-macros?
What do you mean by "pure static"? For them to be statically linked you would need to rebuild the compiler

Compile to a bytecode and then execute that bytecode using an interpreter that comes with the compiler, alleviating the need for dlopen, etc. This message brought to you by "seems like a big problem that a static system (read: musl) can't run code w/ proc macros"
