Why are international layovers into the US 4 hours?

Not a regulation, but most airlines have an enforced minimum layover time based on the airport. It's 45 mins for most intl flights, 90 in some airports. Add an hour or two if you're disabled

I once accidentally got booked at the abled minimum, and got an adventure with the woman pushing my wheelchair sprinting through FRA to try and get us to our flight on time.
