Really it has a consistent meaning in the rest of the world apart from the US. I've been confused by this quite a few times as people say "let's table it" and then stop talking about the subject altogether.

It actually has the same meaning but with different expectations of what happens next! The metaphorical "table" (n.) is where matters pending before the body sit. You have to bring a motion to the table to debate it, but you can also end debate and put it back on the table.
