I asked mods in /r/ruby for mod status and got it, have you tried asking?
That is unfortunately not something I have time to commit to -- though I'm not sure this is a moderation problem anyway.

In theory all the toxic comments should be downvoted, removing them won't fix the fact that they're the top upvoted comments. There's a lot of problem people not doing anything we could moderate
