Our standard instances are not on containerized/shared infrastructure, you get the whole VPS (if I remember correctly). I.e. you have dedicated physical CPU(s) somewhere in the world. There is still the host AWS hypervisor, but I think that’s less prone to noise neighbors.

In general though, doing more work in the DB is usually better. I don’t think I’ve ever found a case where pulling calculations back into the app layer made things faster.
