It's not, it's just not encouraged
I must be unclear on the rules then, because every codebase I've converted to 2018 has broken if I use `::`, requiring `crate::` instead

crate:: refers to your own crate while :: refers to the namespace above (where other crates reside in)

No, there is no namespace above, :: doesn't mean anything in the new edition, it is not an extension of the mental model. It exists purely so that the migration can work, it's legacy cruft.
