Every time I review CFP responses for conferences, the comment I find myself making over and over is "Seems interesting, but short on details." Want the committee to pick you? Give them enough detail that they feel comfortable putting their audience in your hands for 30+ min.

For me the key is to show capability of making the proposal into a good talk. Clear goals for the talk, and demonstrating that there's a focus on the audience. I've had enough talks that ended up being completely different than planned that details can feel meaningless
