Managed to decrease the size of http://crates.io 's database by nearly 50% this morning! \o/

It's not super in depth. Noticed some low read/high write indexes on crate_downloads, realized that table was now entirely redundant with version_downloads so removed it, then noticed that the pkey on version_downloads was huge and not needed so removed it
