As far as I understand (I’m not American remember) the machine recount is just that, recounting, this better than the initial human counting. The second human recount includes checking rejected votes and provisional ballots.
Has anyone told Florida that human recounts are consistently less accurate than machine recounts?

No, those ballots are only being looked at due to court order -- unless something special happens, rejected ballots remain rejected.

My understanding was that only the ones the machine couldn't register are the ones that are manually recounted.
