SharedArrayBuffer is re-enabled in Chrome 68!

I'm not sure I get it: SharedArrayBuffer was disabled because it allowed high-precision-timing-attacks, not just Spectre (it was considered insecure before Spectre was known). Site isolation mitigates Spectre, but doesn't solve the timing-attack issue in general, am I right ?
