Not sure how a university would train you all these practical skills, especially with a field that moves so fast. That's really something your employer should do.
Not aware of many employers that hire an untrained employee and then pay to train them.

Anybody who comes out of college is virtually untrained, aren't they? Also in Europe at least you can be an "apprentice" for programming at a company and skip college all together.
