    2nd substantive session has ended. Chair & others have spoken about their desire to reach consensus on modalities for participation of non-govt stakeholders before July session. Let’s hope can happen, & the next session can take place in a formal format as a result.

    Russia: increase of cyber attacks against our country is due to call by Ukraine Deputy PM via social media, leading to links that turn people’s devices into sources of massive DDoS attacks. This is indisputable. Happy to provide direct evidence inc Telegram messages.

    Russia: mass cyber attacks are being conducted against Russia. Over last 3 weeks, cyberattacks against Russia have increased over several hundred times, from several dozen a month to 100s of 1000s of DDoS attacks per week targeting hospitals, kindergartens & more.

    Chair: will make Zero Draft of annual progress report available to delegations at least 6 weeks b4 3rd meeting ( 25-29 July). Plans to hold informal virtual consultation after Zero Draft circulated so there’s at least 1 round of discussion b4 3rd substantive session

    Australia: gender parity matters here at the OEWG because the data shows that peace deals stick better when women are included at the table.

    Australia: pleased so many statements this week referred to gender dimension of cybersecurity. 1st Committee lags on gender parity. In December, 37% of OEWG interventions were by women - better than 1st Committee average. 43% of interventions this week were by women.
