That's funny. I know a couple people who have been to prison and they wouldn't pay the fine or show up for community service. What then?

Should they tolerate burglaries? What? Did you miss the Haight shooting yesterday? No. We should not tolerate burglaries. Yes. We should consider rehab for first time offenders but for career criminals their should be consequences if the reoffend - bc rehab isn’t working

"First time offenders" is code for first time getting caught, not first offense.

Often these burglars break into a garage/basement of a SFH, and thereby can easily access unlocked rooms in or near families sleeping. A burglar can't be trusted to be decent, or a chance encounter could lead to very tragic events. Home invasions should not be tolerated at all.
