suggestion: for every $100 a prisoner spends on books, that prisoner gets 1 year off their sentence + 1 year off their parole. 3 birds, 1 stone: educated prisoners, and lower expenses for both prisons & parole programs.

So wealthy people can buy shorter sentences? And people who lack family wealth to pay $100 are deprived? Sounds like debtors prison
