The green dots mean pro, the red against and the white ones abstaining votes. But what do the blue dots mean?

Didn’t show up to the vote. This is true for a remarkable number of EPP members. This may not be a coincidence, as the group does not look kindly on MEPs diverging from the group position.

This will come back, but in another form, the EU will not let this vote stand in its way, like so many times in the past it ignored democratic votes and found ways to implement its authoritarian designs as was the case with the Lisbon Treaty for example. Still, good job.
-
This is actually a vote for further discussion. The Voss proposal is still the basis text on the table. The EP has just voted itself permission to discuss and amend it (if it chooses to). It's not a vote to kick out the dossier.
-
if the Voss proposal is still on the table, that's good. The more time everybody (*) has to see its limits, the better (*) and by "everybody" I mean: starting with publishers, who IMHO are very likely to be the MAIN victims of the

As is commonly the case, it's only the big corporations that support this draconian law. Working for a smaller publisher myself, I can state that IT, editorial staff and even management are categorically against it.
-
yes, I know that (and FWIW, as a freelance writer with his own websites, 100% confirm it). I said "publishers" withot qualification just because on Twitter

Indeed. Despite those large corps having a lot of money (and thus influence over politicians, unfortunately - even non-EU corps), they do in fact make up a minority of the economy and people. SMEs are responsible for the lion's share of employment and economic value.
-
Couldn't it theoretically help small publishers? ...the small publishers would just give free license, so google/facebook would link just to them, ignoring the bigger publishers who want money for snippets
-
And then the big publishers notice they get less traffic and give a free license to Google, but not to small competitors. The competitors get sued out of business, it gets harder to find diverse news sources, small publishers lose. All this happened in Germany since 2013.
