The process is far clearer than that. 1) GOP manufactures a bogus issue by denying fully reauthorizing CHIP; 2) GOP doubles down by throwing immigration into the budget fight; 3) GOP refuses a clean bill excluding immigration 4) GOP leadership ignores bipartisan deal

Any shutdown is entirely on the GOP that controls the chamber you are in, plus the House. By refusing to deal with a clean budget bill, you're the one putting the budget at risk and creating a govt shutdown. That's on the GOP.
