I just don't see how cash handouts are the best plan. Needs to be targeted to the people who really need it.

What determines eligibility to receive? Do you have to be at a certain income level? Or is it based on your last tax return? Is it considered taxable income?

When you put cash in hands people on SSI and Disability are American also and need a check. We have had very hard times too
