You mean like there were no borders and no security before 2003, when ICE came into being? If you want security, you might consider taking immediate steps to safeguard the elections against further Russian attacks.

I've did not come into existence in 2003, homeland security was reorganized and some of its functions were renamed. Stop simply reiterating talking points.
